March 5 2015 was the one and only news conference held by Coconut Creek authorities. Police Chief Michael Mann [at podium] flanked by Captain John N. DiCintio and Captain Gerald A. Feisthammel to the left and Coconut Creek City Manager Mary Blasi, Mayor Becky Tooley to the right. Chief Mann, formerly with the FDLE, provided virtually no information regarding the serious questions regarding Coconut Creek cops involvement in the death of Calvon Reid [INSET BOTTOM RIGHT 2005 with his 2 sons – Zion, now 12 and Christian, now 15] Calvon Reid was savagely attacked at the hands of several Coconut Creek cops the night of Feb 22. Just 6 days later, March 11, Coconut Creek Police Chief Mann was forced to resign as reports surfaced from several eyewitnesses to Calvon Reid’s attack, at the hands of Coconut Creek cops. They heard and saw a man [Calvon Reid] being beaten and they rushed outside. A Coconut Creek cop asked Wendy and Marc if they knew Calvon Reid. Marc Lamorte and Wendy Ritter saw Calvon Reid laying on the ground on his stomach. Calvon Reid already had his hands restrained behind his back. Calvon looked over at Wendy Ritter and cried out “

Calvin Reid’s body was buried 8 days after his brutal encounter with Coconut Creek cops on Monday, March 2, 2015. Broward County Chief Medical Examiner Dr. Craig Mallak [INSET] and a state-of-the-art Lodox Statscan equipment digital imaging system used for autopsies which Mallak brought into the department after he took over in 2012.  Craig Mallak and his office completed the autopsy of Calvon Reid but the Coconut Creek Police Department prohibited him from releasing it. They sealed the results under the guise of their “ongoing investigation” nonsense. In April 2012 Mallak was named the replacement of Joshua Perper. Perper ran the office like it was a shanty thrift shop operation in a third world nation – the Inspector General’s report cited “gross mismanagement” of the office Perper headed for nearly 20 years and resigned officially on Halloween 2011 after Governor Rick Scott refused to reappoint Perper to his circus tent thrift shop operation. 2015 Naples Ninja News. Dr. Craig Mallak took the leadership position of the Browars County Medical Examiner’s Office in 2012. He inherited a huge mess from the 17 years Romanian-born Joshua Perper was allowed to remain there. Dr. Mallak served with the military and was one of the team assigned with the identification of Saddam Hussein and his two sons Qusay and Uday after their deaths.

Tasered Citizens Include Mentally Handicapped – Autistic Child Repeatedly Tasered By Collier County Deputies

Taser X26 is used by the Collier County Sheriffs Office. Despite warnings in Taser training manuals on the proper usage of the 50,000 electric current device, it seems that very often the instructions in the manuals is not being adhered to by Collier County personnel. 2015 Naples Ninja News. Inside the pages of the Taser Policy manual, there are at least 13 cautionary references to avoid repeated, multiple,  prolonged, continuous, or simultaneous ECD exposures.

The Taser Policy manual states: “pregnant women, the infirm, the elderly, small children and people with low body-mass index” are considered high risk individuals and the ECD’s have “not been scientifically tested on” people in this category, and ECD use on these individuals could increase the risk of death or serious injury.”

In these high risk cases, the manual states: “The Taser should not be used.” Under Section 3.630.45 in the Taser Policy manual, styled “Taser: Limitations of Use,” it states Tasers should not be used:

 

• Over a prolonged period of time. Minimize repeated, continuous, or simultaneous exposures;
• When the the subject cannot be reasonably overcome by other less intrusive manners;
• In conjunction with the application of pepper spray;
• When the subject is handcuffed or otherwise restrained, absent overly assaultive behavior;
• When the subject is likely to fall from a precarious position, such as at the top of a staircase, on a balcony or ledge, in a tree, or in or next to a body of water;
• When the subject is obviously pregnant, or known to be pregnant;
• When the subject is visibly enfeebled due to advanced age or illness;
• Near flammable liquids or fumes; or when the deputy knows that a subject has recently come in contact with flammable liquids likely to be on his person;.

The Taser Training Academy and Taser Policy manuals list areas of the body where tasers should not be directed unless the deputy has “legal justification.”

These sensitive areas are:

1. Lower head
2. Throat
3. Chest/breast
4. Groin area and known pre-existing injury areas

Christoper Perez, an autistic teen with the mental capacity of a 5-year-old child, who could not even tie his own shoelaces, is just the latest victim in a decades long pattern of abuse by numerous rogue cops within the Collier County.

Christopher Perez had just turned 16 the month before, the first week of November.

Christopher’s neighbor, Takirra Bobbitt was just a week away from her 33rd. birthday on the December 2013 evening she dialed 911. She had just spoken to Christopher on a return visit from the nearby garbage dumpster. Bobbitt claimed  16-year-old, autistic Christopher frightened her when she looked outside her apartment window and saw him standing there.

In Bobbitt’s 911 phone call she stated, “It’s not that he’s scaring me. It’s more I’m a little scared, but I’m annoyed.”

Collier County deputies Jim Driscoll and Alan Flanagan Jr. arrived at the apartment complex and saw a person who matched Bobbitt’s description.

Flanagan claims he went to speak with Takirra Bobbitt while James Driscoll went to speak with Christopher. Deputy James Driscoll claims that Christopher was walking away from him and that he tried to grab him and “take him to the ground.”

Well the next thing you know the terrified teen was being tased and punched in the face to subdue him.

WOW!

A terrified 16-year-old autistic boy being tased, tackled and punched repeatedly in the head and even smashed in the face with a metal flashlight by much stronger, armed, grown men who operate under the guise of law enforcement officers…under the command of Sheriff Kevin Rambosk in Collier County Florida.

If you think that’s not bad enough, it gets ever worse. Flanagan wrote in his report that he used his agency issued radio and informed dispatch that he and Jimmy Driscoll needed “emergency backup” in dealing with a 5 1/2 foot, 130 pound autistic child. Now that’s beyond outrageous.

Since it was never retracted or corrected our suspicions and skepticism remain high.
